When Pakistan came into being in August 1947, it consisted of two major regions.

William Chandel further sheds light on the fact that the 'North Indian' Muslims living in West Pakistan were based on two groups and owned the country's black and white.
One of them was the immigrants who spoke Urdu and despite being in the minority after the migration, they expected that their customs and traditions would prevail over the local culture. And the other group was the Muslims living in Punjab who owned civilian institutions, army and agricultural lands and emerged as a clear majority in the country.

William Chandel writes in his book on language that the initial conflict between East and West Pakistan was on this basis. Most of the people living in West Pakistan did not know Bengali language and they considered it as 'Hindu influence'.
Perhaps this is why when a Bengali member of the Assembly in February 1948 moved a resolution that Urdu as well as Bengali be used in the Assembly, the Prime Minister of the country Liaquat Ali Khan replied: Urdu is the language of all these Muslims. Nilesh Bose, another South Asian historian and author, writes in his book 'Recasting the Region' that some Bengali intellectuals had been talking to Muhammad Ali Jinnah since January 1948 about the status of Bengali language. But they were not heard and Muhammad Ali Jinnah insisted that Bengali was used privately in East Pakistan but Urdu would remain the official language.
When the BBC asked Ahsan Butt, a professor at George Mason University in the United States, about this, he said that the founders of Pakistan had Urdu as their own language and perhaps they were associating Urdu with Islam.
